Data System Development for a Nine College Grant Consortium

Project Summary

Lewis & Clark Community College (LCCC) is a two-year educational institution located in Godfrey, Illinois. In 2013, LCCC led a four-year Trade Adjustment Assistance Community College and Career Training (TAACCCT) grant, which involved a total of nine colleges across eight states along the Mississippi River. The MRTDL consortium (Mississippi River Transportation, Distribution, and Logistics) was committed to bolstering the economic vibrancy of the Mississippi River region and dedicated to the placement of low-income workers in high-wage, high-skill occupations in the transportation, distribution, and logistics sector.

New Growth evaluated the project and did the performance reporting as part of the overall data management strategy for the project. Data collection involved integrating participant-level records from the student information systems of nine colleges, state administrative records from 18 states, and a participant survey. The data was used to fulfill quarterly reporting requirements, produce dashboards and other performance management tools, and fulfill the data needs of a quantitative impact evaluation.  Key metrics included participant enrollments, retention, and completions; job attainment or advancement, earnings and wages, and employment intensity. Numerous demographic, location-based, and programmatic subgroups were used in the analysis.

Outcome

Through the TAACCCT grant, New Growth coordinated data tracking for 7,465 participants. The MRTDL consortium created a dynamic workforce network among its members and Mississippi River-dependent employers that efficiently matches skilled workers and critical jobs in river-based industries.
